FINANCE MANAGER, Humanitarian Support Personnel. Ref. 32/16-17

Oxfam is looking for Finance Manager to be part of Oxfam Global Humanitarian Team (GHT) as a Humanitarian Support Personnel (HSP). The GHT aims to play the lead role internationally in responding effectively and rapidly to major emergencies anywhere in the world, and enable communities to become more resilient to future shocks and stresses.

The post holder will undertake a series of deployments normally up to 3 months in duration with specific Terms of Reference. Often these deployments will be to support fast moving emergency situations, and/or complex and difficult operating environments, where Oxfam has had to rapidly scale-up its programme and capacity.

• Be deployed as part of a surge capacity to emergency humanitarian programmes when required to provide financial and managerial support in emergencies and resilience work.
• Provide skills and experience to help staff and partners develop their finance capacity.
• The Finance Managers will be deployed by the Programme Finance Team in the Executive Affiliate, in discussion with SHU and programme staff, to emergency project locations, Country and Regional offices to complement existing finance resources.
• When HQ based, Finance Managers may undertake short periods of research or project work to document experience and build up institutional learning on financial aspects of Oxfam's humanitarian work.
Deployments will normally include some or all of the following responsibilities:

• Assist in the co-ordination and management of humanitarian & resilience programmes with particular responsibility for financial management.
• Preparation and monitor budgets, authorisation of payments, maintenance of cash and bank book, preparation of monthly accounting returns, security of cash, stock and capital, assets purchasing and stock system.
• Ensure that Oxfam financial procedures are followed in resilience and humanitarian programmes and that compliant systems are developed to accommodate the needs of those programmes and assist in implementation of Humanitarian Minimum Requirements.
• Liaise with the Regional/Country Funding teams on donor proposals, preparation of donor reports and budget revisions when necessary.
• Manage directly reporting staff, ensuring work priorities/objectives are developed and staff are fully trained and inducted to undertake their role. Including the potential handing over to national or international staff depending on the programme.
• Provide regular management information (when deployed) on the financial status of the humanitarian programme.
• Carry out training and briefing of all staff in agreed procedures according to the executing affilaite, particularly in bookkeeping and basic accounting procedures and conduct practical exercises in accounts preparation.
• Ensure the allocation of finance resources at relevant programme sites and to review financial management capacity of non-finance and programme staff, providing training, advice and support as needed.
• In some circumstances, the postholder may have to take responsibility for establishing and/or maintaining HR and administrative aspects of the programme
• To be deployed in a flexible surge capacity to emergency humanitarian programmes, to longer term humanitarian programmes, and to support resilience programmes when required.

What are we looking for?
• Educated to part-qualified level with proven accounting experience and financial management skills.
• High level of computer literacy, excellent working knowledge of spreadsheets and databases.
• Ability to prioritise own workload, work independently, be pro-active and innovative, and work to deadlines.
• Experience of management/supervisory responsibilities, including decision making and being an active member of senior management teams, and ability to take charge and manage a team when required.
• Good interpersonal and team skills and proven ability to be flexible in demanding situations.
• Good coaching skills and ability to develop others.
• Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
• Willingness to travel at short notice and often in difficult circumstances.
• Fluency in French (written and spoken); the ability to communicate in English and Spanish would be highly desirable.

What can we offer you?
Annual Gross remuneration: 32.829 Euros (HAY 10)
Starting date: 1st September 2016.
Duration: 12 months contract (possible renewal)
Deployment: the person needs to be available for deployment in 48 hrs.
Holidays: 29 working days
Working place: Home based with 80% of the time spent on the field. Deployments duration up to three months.
Medical, life and accident insurance provided.

Due to Spanish Cooperation legal requirements, candidates without European ID/ working permit will not be considered.
